Industrial Emergency Council
Industrial Emergency Council (IEC) was created as a 501(c)(3) in 1979. Following a serious hazardous materials incident on the San Francisco Peninsula that injured multiple firefighters, industry and fire department representatives created IEC to address common emergency preparedness and response issues in a collaborative fashion.
With an initial focus on hazardous materials education, prevention, and response, IEC’s course offerings expanded into a broad list of subjects focused on safe and effective response to critical incidents, preventing incidents through education, and the skills development of first responders.
IEC has delivered over 300 courses per year for several years, including the years affected by COVID. Although we prefer an in-person learning environment, our staff was able to provide a virtual learning environment, which is a critical resource when attempting to maintain a training and certification schedule.

Our Clients
The scope of our clients is comprised of public safety agencies, private sector companies and the military. IEC has evolved with the changes in research and manufacturing processes, including the proliferation of bio-tech research.
We are familiar with dealing with public agency, corporate, health care, and military facility and purchasing practices. Regarding the military, in 2021 alone, we provided service to the Army, Air Force, Navy, and Marines.

Employee Training
Courses can be enhanced to address specific areas of concern or interest. Content can be adapted to reflect the materials or hazards employees are exposed to, the type of operations performed by your company, and your company’s Standard Operating Procedures. Course scheduling is flexible as well.
Another advantage is the ability to consolidate training programs by blending multiple topics into one course. Blending multiple topics simplifies documentation and scheduling, while meeting many mandated requirements. It also provides continuity in training and team building that is sometimes not possible when the courses are presented separately. And, it often saves time and money by eliminating redundancy between classes.
One of the Industrial Emergency Council’s strengths is the partnerships formed with other private and public agencies both on state and national levels. Several of our courses carry certifications from the Federal Emergency Management Agency (FEMA), the Department of Transportation (DOT), and/or state agencies such as the State Fire Marshal’s Office, the California Office of Emergency Services.

JUST A FEW OF OUR COURSES…
Aircraft Rescue & Fire Fighting
The ARFF courses are conducted at your facility, with your equipment, your protocols, and your mutual-aid partners. On-site training reduces travel, per diem and overtime costs associated with sending your staff out of town. We bring the mobile aircraft rescue firefighting trainer (MAFT), along with experienced instructors and operators. Our staff and equipment can flex to meet your training objectives through live-fire exercises and classroom education.
Fire Service Supervision & Management
Fire Inspections & Investigations
This course provides information on conducting inspections, identifying hazards and addressing violations, performing a fire investigation to determine preliminary cause and securing an incident scene and preserving evidence.
BasicPlus CPR, AED and First Aid for Adults
MEDIC First Aid BasicPlus is a combined adult CPR, AED and first aid training program designed specifically for the occupational first aid provider. This extremely flexible program will help employers meet OSHA and other federal and state regulatory requirements for training employees how to respond and care for medical emergencies at work. This program conforms to the 2015 AHA Guidelines Update for CPR and ECC and the 2015 AHA and ARC Guidelines Update for First Aid. This is an 8-hour course.
All Risk Command Operations
This course provides information on conducting incident size-up, developing and implementing an initial plan of action involving single and multiunit operations for various types of emergency incidents to mitigate the situation following agency safety procedures, conducting preincident planning, and develop and conduct a post-incident analysis.
Wildland Incident Operations
This course provides information on conducting incident size-up, developing and implementing an initial plan of action involving single and multiunit operations for various types of emergency incidents to mitigate the situation following agency safety procedures, conducting preincident planning, and develop and conduct a post-incident analysis.
Child/Infant CPR and AED Supplement
The Child/Infant CPR and AED Supplement program is designed to give students the knowledge and skills necessary to manage a cardiac arrest emergency for children and infants. This program should be used in conjunction with BasicPlus CPR, AED, and First Aid for Adults, and is based on the 2015 AHA Guidelines Update for CPR and ECC and other evidence-based treatment recommendations. This is a 2-hour course.
Fire and Life Safety
This course provides students with a basic knowledge of fire and life safety aspects related to the roles and responsibilities of a Fire Inspector 1 including building construction, occupancy classifications, occupancy load, means of egress, hazardous conditions, fire growth potential, fire flow, and emergency planning and preparedness measures.
Fire Prevention Administration
This course provides students with a basic knowledge of the administrative requirements related to the roles and responsibilities of a Fire Inspector II including processing permit and plan review applications, enforcing permit regulations, investigating complex complaints, recommending modifications to codes and standards, recommending policies and procedures for inspection services, generating written appeals correspondence, initiating legal action, evaluating inspection reports, and proposing technical reference material acquisition.
First Responder Operations
To train persons to recognize a hazardous materials incident and implement actions to protect themselves, the public, the environment and nearby property while responding in a defensive fashion. The FRO will learn to contain the release from a safe distance, keep it from spreading, and prevent exposures.

Fire Departments
IEC is a top choice for fire department training. Whether you are looking for courses in Fire Service Supervision & Management, Hazardous Materials Response, Technical Rescue, or Aircraft Firefighting (ARFF), IEC has you covered. When applicable, our courses meet or exceed federal and state standards, and our instructors are highly experienced. We will structure our presentation to meet the needs of your organization, or if you attend an open enrollment course, you will experience students with varied backgrounds and experience which makes the instructor and student interaction even more valuable.
U.S. Military
Since 1979, IEC has been training military personnel in Hazardous Materials Response. In the last few years, we have expanded our services to include Aircraft Rescue and Firefighting (ARFF). Military members are always welcome in our open enrollment classes, and we utilize our mobile hazardous materials training props and the mobile aircraft firefighting trainer (MAFT) to bring the training to you. IEC staff are familiar with military purchasing processes and security protocols associated with accessing military bases and facilities. Our experienced instructors and operators are always present when our props are in use to afford the best learning environment.
Law Enforcement
We often have Law Enforcement members attend our hazardous materials technician courses to help prepare them for identifying and entering illegal operations that involve dangerous chemicals. We also have Law Enforcement members participate in our rope rescue and technical rescue courses to become familiar with the tools of the trade and how to safely use ropes and hardware.
Hospitals & Health Care
Hospital and Healthcare staff are already trained to deal with emergent situations within their specialties. We can help protect staff and patients from further injury when the incident deals with hazardous materials or is an incident within the hospital, ambulance or facility. First Receiver Operations and Decontamination is a course designed to protect your staff, serve your patient and keep your facility running when faced with an unusual situation. We can also help prepare your staff to manage incidents such as dealing with an earthquake or other large incident effecting your staff and facility.
Private Industry
Whether you represent a small start-up or a large biotech firm, you have to address a broad spectrum of Health & Safety concerns related to protecting your employees, the public, and the integrity of your company. Private industry Health & Safety professionals and members of Emergency Response Teams are welcome in any of our open enrollment classes, such as but not limited to; Hazardous Materials Response, Incident Management, CPR & First-aid, etc. We will also bring the classes to your facility and your team. In fact, working with private industry first responders is at the root of our beginnings and we now work with small companies and industry giants. We also serve companies that do not use or store hazardous materials but are required to train their employees how to recognize a dangerous situation, understand the supplies they are using, and to prevent injuries. We serve a broad spectrum of companies from technology, to construction, and to janitorial services. We can present many of these courses in a multi-lingual format when needed.
